for the inside and a dremel and various cutters and some files if you plan to carve the outside.

Same here, with the addition of a couple of rat tails for interior, rasps for exterior and sandpaper.
Don't know how "safe" it is, but I always handhold the drill and the antler piece when drilling the hole. Just better feel and control, but I go slow and easy.
I use a hand (eggbeater type)drill and hand scrappers to remove the core. And a piece of hot iron to burn out the bottom. (Do this outside )While at roundezvous. :hmm: At home I use the drill press and dremel tool. :thumbsup:
