I have made some for my smooth-bore long guns using a piece of slightly oversize dowel rod. I cut a line along the length of about 2-3 inches which lets the rod compress then be inserted into the bore for a snug fit, but not past the cut line, then round the top off with a belt sander. A little finish like BLO or my choice Tung oil and it's good to go.
 
My first thought for "no lathe" is dowel inserted into or screwed to a drawer pull or similar. But then I wondered if you want one for just the barrel or if you want to cover each chamber as well. For that short not too snug dowels with brass round head screws centered on the end of each could work with the screws acting, in conjunction with a wire loop, as a handle for removal, but they'd need to clear the barrel.

I guess it depends on your neighborhood as that seems like a recipe declaring "come and steel me after every one leaves".

Well, it's not like I live in a van down by the river. But it's pretty secure where I live.
