Title says it all looks like a British pattern hatchet head? What do you think? Anyone recognize??

Is this supposed to be an antique head, or a modern repro, or what? More info might help those with data resources know where to start looking.
The rough surface males it look old, the coating on that surface makes me think newer and meant to look old.

I believe it is a modern repro head I got it second or third hand so that is my best speculation. Sorry for leaving that out!
