I am trying to improve accuracy with my tulle and have thought that if I move the front more toward me that it will allow me to look over the top of the sight to aim better.Right now I have to look to one side of the sight to get a point of aim to where I want to hit. I can't keep filing down the front sight or I will not have any refernce point to aim.

Just a suggestion. Sounds like your Tulle is shooting very low. You may need to bend the barrel a little as has been mentioned as a correction for fowlers several times. Do a search and you will find several ways to do the bend with stuff you have around the garage already. Do you have sights both front and rear, or just on the front. It could be that if you hold you head up you will find you will hit closer to your target.
