Sounds like a "candle load."

Hi Broken, I'm sure what a candle load is but if it is poured melted wax over lead shot it is a candle load. Funny you mention candle load. In my miss spent youth, I would pry off a 22 bullet from the case then fill the case with wax and shoot at targets in our garage.

I can understand the issues you face. Peru has some of the same interesting rules and hoops that must be followed. Muzzle loaders are viewed as any other firearm and have to have their own specific ID card to be carried afield. It is far less hideous to mug people than to be caught not "dotting the I or crossing the T" as a gun owner.
