If your can hasn't been opened for 19 years, its not likely to have absorbed any moisture. I'd try it before I set it out to dry.

It should shoot fine.

If it is moist, you could put some silica gel in it. That would absorb most of the moisture.

It will dry out when you shoot it.

If it pours it will shoot. I would only worry if it is clumped.
