That's not what I'm seeing at my end.
What a user sees for discounts and promo offers when they navigate to a website may depend on whether or not they've been there before, have an account and/or are signed up for a newsletter. That data is stored in "cookies" maintained on their computer by their default web browser, and they don't have to be signed in to an account for the web site host to read those cookies and taylor what they see rendered by their browser for the status data those cookies contain.

Understood. I do have an account, am signed up for emails, and was signed in.

I just went all the way to the last step of checkout, and did get free shipping, but not free hazmat.

With the price of the RWS caps there ain't nothing free about the hazmat and shipping.
$38/250 caps vs. CCI #11 for $15/250 ($6/100) but unless you stumble across some at Walmart they are very difficult to find. Luckily these aren’t for me -my buddy just bought his first ML and needed some powder and caps 🙂

If that is the new post-pandemic adjusted price for caps, it is what it is and we'll have to suck it up. I am down to about 1 1/2 -2 year supply of caps right now. I shoot my flintlock more lately to stretch those caps as far as I can.
