Help with ID please

I picked this up at auction because I wanted to add a smoothbore to collection. Told it was of English manufacture "C.Mills" As seen in pictures it is engraved "Mills" only. I believe that the view and proof marks are Burmingham (England). I don't know of a Burmingham maker named Mills (doesn't mean there wasn't one); and given that it is not an ornate gun, it may well have been made for a retailer, who had his name on the locks. The TH may refer to the actual maker, but could also refer to a separate barrel maker, or a particular craftsman in a larger shop.
