One (out of three) of my '51 Colts action locks up if I lower the hammer to rest between the chambers too.
With the hammer in this position the hammer will raise up just a little but then refuses to move further or to rotate the cylinder.
By rotating the cylinder counter-clockwise about half way between the centered position and the previous nipple suddenly whatever is locking the hammer releases and allows the hammer to move to full cock while the hand rotates the cylinder to the next chamber.
If I were to guess, I think it has to do with the cylinder bolt cam but I don't know what the fix is.
In any event, this '51's desire not to allow going to full cock from the "safety" position doesn't bother me because I never rely on the safety pins anyway.
I only load 5 chambers and rest the hammer on the empty one while carrying it.
You could remove the rough edges but any material removal will leave a bright area which should probably be reblued with some cold bluing.
I think Birchwood Casey Purma Blue is one of the best available from most gun stores for doing this.
