So I just recieved my new flintlock pistol, british sea service pistol. I am yet to drill the venthole, but as I was inspecting the gun I noticed a small cylindrical hole at the bottom of the barrel, it goes down about half an inch, and is smaller then the bore diameter by quite a bit, is this something to be concerned with and what can I do to fix or appropriate it? Feedback is greatly appreciated.

Who is the manufacturer / source of the pistol?

Show us a picture of the breech of the barrel looking at the breech from the lock position where we can see what would be the touch hole. With a marker identify the end of the breech plug and the planned location of the touch hole.

I could be that your pistol is designed to have a chambered breech.
 
That is how my Sea Service Pistol looks. My gunsmith installed a touchhole liner which put it a little bit too far forward though it still works. He removed the brown finish on the stock revealing some pretty wood grain.
