Did that seller have any other "bargains"? Unopened parachutes, combination locks without combinations, ancient Roman coins, etc. Then again, the fact that a full refund was received is quite admirable - and seldom seen these days. Glad you caught the problem.
 
I wondered about the pistol barrels , but would the twist be ok ? I have seen a Spanish made barrel which had 2 parts welded half way down the barrel from the factory . It would not shoot accurately and was only found when the breach plug was removed during investigation , the join could not be easily seen from the outside .
the most accurate pistol I ever had was a home made bubba job made from scavenged parts and a cut down 45 caliber barrel. The slow twist certainly did not detract from accuracy and I could shoot some stiffer loads with out loss of accuracy. my theory is that spin to maintain stability isn't really that important until past 25 yds. Frankly at 25 yds it probably would have done as well if it were a smoothbore or fast twist. There are so many other things that have a greater affect, such as how good your grip is, holding the gun with a one hand hold is hard for many. Maybe if you tried lobbing balls out to the 100 yd line, twist will matter.
 
That thing has been in two pieces and then welded and smoothed out.

Can you see it while looking down the bore?
 
Your lucky That seller had a conscience. They could’ve went bad. Hats off to the seller for doing what he did.

Look at the C and the B in the stamp. the stamp goes over the flawed area in question. This is a billet flaw and the only one to blame is CVA. I would be curious to see what it looks like on the inside. My bet would be you can't see it. I still wouldn't shoot it as is . No reason it can't be made into pistol barrels though. I've made a couple pistols with rifle barrel cutoffs....shot fine even with the slower twist.
 
UPDATE: I contacted the seller late last night and explained the problem and sent the pictures. It has been almost a month since the barrel arrived here. There was a reply this morning with an apology and a full refund issued. I think the bluing covered the crack so he wasn't aware. Anyway he took care of it and said no need to send it back.
Anybody that sells a lot on Ebay knows that Ebay does not "protect" sellers like on some other auction sites(GunBroker). If you are a buyer and you get screwed, as long as you are in the right, you will get a favorable resolution.

If it's like the CVA breach plugs I've seen, that little button on the back of the plug, they can be a PITA the break loose without twisting the button off. Remember, the drum comes.out first before you try the plug.

And I wouldnt want any part of shooting that barrel as is. Even cut to a pistol length, there may be other unseen spots that are stressed.
My understanding is that the threads usually strip when the plug is removed, so if you were going to make a couple of pistol barrels I'd just cut the whole plug off.
 
My first ml rifle was a 'kentucky' from CVA. It had a two piece welded barrel. And, to make it real fun the rifling in the two sections went different directions.
Now that would have been interesting when you were working up a few good loads.
