Knots and Cordage?

I figured that was the purpose of the smaller plug. I'm curious as to how one would measure the charge and then pour it into the barrel if that loop is there...would seem to reduce the working length of the measure cord.

Thanks, gang. I've got some leather cordage and some brass powder measures that are coming from Track of the Wolf (among other things) and I will use this knowledge to attach them to my bag strap.
