Making a pistol out of a TC Omega?

I was looking at a thumbhole stocked TC Omega and sort of imagined it as a 16" barreled single shot BP pistol for hunting.

Since this uses the 209 shotgun primer, I wonder if it would be legal to gut the stock and barrel down so it is a pistol? I know it would be rather large but so aren't modern SS pistols like the old XP-100 and the like.

Any thoughts on this matter?
