Geez, don't go tying cartridges...take regular copy paper, fold in half, and then fold the half in half...cut on the folds, giving you 4 almost square rectangles for each sheet.
Get a dowel or piece of pipe about 3/8 of an inch...just over 1/2 inch across to use as a former. Make it about 6 inches or so long.
Roll a paper around the former to make a tube...if you are using ball, put the ball on the end of the former and wrap the paper around former/ball, leaving just over the diameter of the ball of extra paper sticking out past the ball. Fold one side over across the ball, then the rest- normally you get three folds. You can put a tiny dab of glue on the last fold if you think it might unfold.
Fill with measured powder load, twist or fold the end, drop ball down into your cartridge box.
