Can I make my TC Black Mountain Magnum rifle into a pistol legally?

That may depend on where you live. As far as the Federal Government is concerned, your TC-BMC is an "antique firearm", and you can modify that any way that you wish, so long as it stays a muzzleloader. Now New Jersey, NYC, Philadelphia, Chicago, California, and some other smaller jurisdictions may prohibit you from making such.
