TC shipped mine with the mainspring set with excess tension. Back off the tension screw. Also screw the travel limit screw in to make the mainspring spring only act for a short distance.
 
Thanks to you all. It turned out to be the spring tension adjustment screw just behind the setting trigger as shown in the photo by Scota. I had the assembly out in my hand and watched the bar drop. Much to my surprise the allen wrench required wasn't even the smallest in the set.
As an aside, I have a single et trigger on a target 22 and I think it is great.
