Re: cartridge material. I used plain ol' white gift wrapping tissue soaked in very warm super saturated 'tree stump remover' solution. The paper was already cut to make handling easier.
Re: lube. I never really got into the conical bullets as round ball worked for my purposes. For lube I dipped the un-powdered cartridge, after the ball was tied off, in a beeswax (75% by vol.) and Crisco shortening (25% vol) to just shy of the tie string. This was done to prevent any contamination by wicking during hot weather. Well, coming across some unused rounds 30+ years later, they look usable.
I never really worried about ignition after loading as the envelope folded end was off center enough so that when it ruptured the powder spilled around the cylinder base. One thing I never got a chance to try was traditional ACW & IW issue paperless cartridge. I manged to get the powder set in a conical shape, with wad and ball attached, but never did find some arsenal equivalents to duplicate the waterproof outer coating.
