Is it actually slipping out or is it breaking off where your arm rubs on the bag? as was stated, deer, elk, antelope and some others have brittle, hollow segmented hair which over time becomes even more brittle and will break apart. Normally once a hide is tanned properly and is dry the hair wont slip until it is wetted again, which allows the pores to open if improperly tanned. Once hair slippage occurres it is usually difficult to stop if you can stop it at all.
