Looks like one. What are the proof marks on the bottom of the barrel. If it is a Real Whitworth or Parker-Hale it will have British Proof stamps. O.D.

Looks to me like the cock has a crack in it or it has been repaired, can you pull the lock off and post a couple clear pics front and back?
Ps I like the gun, nice find
