Swampy, it's also sometimes referred to as a hafted {handled} scorp commonly used to hollow out small burls to make bowls as Roy stated. I have also seen curved versions with a handle on each end for larger bowls.I have also seen the latter styles with a much more shallow arc used as draw knives.
