Interesting, never seen anything like it either. I've used several lanterns but nothing with a focused lens, I'd be curious how effective it would have been.
 
Cromwell wrote some books on Jack the Ripper. She believes he was the artist Walter Sikkert. She did some test with bullseye lights. She found their range of only about ten to twenty feet.
Now given she has lived her life with electric lights and old timers eyes might have a little better night vision in general since they lived in low light conditions, that still bespeaks of them close range lights.
But then it’s a little smoothie, so we’ll for the range’
I’ve seen a painting from middle nineteenth century deer hunting from a boat. A torch was use to flash deer eyes on the bank.
That’s not really too bright to modren eyes but seems to have been plenty back in the day
