They sell a really good tool for making them. As far as the powder is concerned, I found it a bit difficult to manage. I ordered extra scoopers and ground one down for the perfect amount to load into the cap shell. If you use the scoop the way it comes, you will wind up putting too much powder mix into the shell and thus frustrating you to no end. Doing it this way saved me a lot of frustration. Also, after I fill the cap shell with dry powder, I use a dropper bottle to put one or two drops of rubbing alcohol in it. The alcohol soaks into the powder on it's own. I then leave it for a couple days and they are ready to go. Mixing it up in the cap shell like the instructions say is just too tedious and slow. The caps work surprisingly well in my revolvers.
