As usual for the PA GAme commission, the terms used are not the model of clarity. and in a somewhat obtuse way. The definition includes as muzzleloaders those breechloaders loaded with "loose ammunition components (propellant and charge) comparable to a muzzle loader" This language supposedly permits the nitrofire. There is nothing loose about the powder and muzzle loaders do not load the primers attached to the powder. I certainly wish they would seek assistance on wording from some body that knows about firearms.
