Yes it appears that you have a bulge in the barrel. Now, what to do with it? Decisions need to be made with regards to safety.
What are the dimensions of the barrel? The Pedersoli Frontier only weighs 7.71 pounds according to the Pedersoli site. There may not be enough barrel thickness at the dovetails to tolerate enlargement of the bore to a 62 smooth. Based on the weight of the 54 being 7.49 pounds, the barrel may have the same external dimensions as the 50.

What is the dimension of the barrel across the flats? What is the thickness of the barrel at the muzzle? How deep are the dovetails for the sights and barrel tenons?

Shorten and recrown is certainly one option. The other is to send the barrel off to someone such as Bobby Hoyt to evaluate the condition of the barrel and rebore and rifle the barrel.

I hope you can get your monies back...

I am always very cautious when buying a used muzzleloader for this main reason. Some bulged barrels cannot be detected from outside measurements. And as I understand it, some are hard to detect even with the "tight patch down the barrel" technique.
