looking for a nipple wrench for size #11 caps that fits the Pedersoli 20GA side by side shotgun nipples.

I purchased a #11 wrench from midway though it does not fit the nipples(too small). I assume this is because the nipples are in metric.

The Pedersoli double shotguns I own take 1/4-28 threaded nipples, nothing metric about them, and most any rifle style percussion nipple wrench seem to fit. Are you sure you have #11 nipples and not musket cap nipples?
 
Just barely loose.
That would bother me, I like a rather snug fit.

As to the wrench, I've seen the Ted Cash ratcheting tool mentioned for Pedersoli on other threads with similar complaints, but if the fit is "almost" , I'd just take a couple file strokes on each side of the wrench opening until it is a "just big enough" fit.

May be my best bet.

For the caps I’ve learned to just take my finger nail and bend the cap inward a bit and that tightens them on the nipple good enough.
 
As long as the recoil from the first barrel doesn't uncap the second barrel that works.
A different brand of cap might fit better, perhaps farther down the cone, On my Pietta revolver I changed all the nipples to a brand that fit my caps better, because I couldn't find caps in my area that fit the Pietta cones and with every shot caps would fall off no mater how I pinched them.

I’ve tried CCI magnum and Remington.

They were falling off prior to bending them.
