I dunno about historical or anything but to me it would seem that that would be exactly what you might find in a militia storehouse. Just a plain jane sevicable powder horn. back at the house one might have a horn that is a bit fancier that you have cleaned/smoothed up and maybe carved some design on to make it personal. Seems like the rifles would be along the same lines. You personal rifle would be a bit fancier with maybe some tacks to make it your own but the militia storehouse would have quite a group of plain jane workin man rifles.
