I just grab an old broken ramrod, arrow shaft or dowel rod of the desired diameter and take it over to my bench grinder hogging off most of the excess... Then sand for final fit and drill a hole for a tether strap as to attach to the horn itself so I don't lose my newly made plug. I also smear warm beeswax on it.. Takes me about 5-10 minutes.
