I have a great piece of elk antler base I want to make into a priming horn. Where does one find the valves?

That's the one I used on a white-tail antler priming flask. It works really well as long as you keep the valve clear. If it's humid or there's any moisture at all, the valve will plug up with powder. I just use my vent pick to clear it out, but it's just something to keep in mind.
