Its a well known aspect of powder, BP or smokeless. Lots variations can be 10%.
At issue is your method of volume measuring accurate? How full is the charger and how much has the powder been settled or aired out? Weighing makes sure that is not a factor.
And I do not believe (have not tried to prove it) that a miner velocity difference makes any difference.
