Percussion is where things get screwy. I’ve never had a problem getting flintlock long guns from the state shipped here. It’s the same as sending an antique lamp and about as risky. But percussion long guns aren’t antiques under Canadian law so it will be treated like any modern firearm. As long as your man has his PAL ready at the P.O shouldn’t be any issue.
 
What Rato-rats stated is the most accurate info. Flintlock rifles, shotguns are considered antiques under Canada law and are not regulated. Also anything before 1899 as long as the barrel length is 4.25 inches is an antique.
