I would have to double check the book, but in "recreating the double barrel muzzleloading shotgun" by William Brockway, I remember reading about the method he used for installing breech plugs in barrels. He used a method of the patent Nock breech (possibly wrong spelling). In it, I specifically remember instructions for drilling all the way through the breech plug. I forget the exact purpose, I'll have to look it up later tonight. The outside hole was then installed with a plug so that you couldn't normally see it. With no threads though, I'm not sure what exactly would have plugged that hole you have pictured.
