It is a traditional short gun sleeve of a sort that covers a flintlock or percussion long gun from the muzzle to just below the wrist. Used while hunting in the snow or drizzle with a loaded and primed gun. It will keep the weapon dry enough to fire while being able to shuck it quickly and quietly.

Just buy a yard of wool cloth, fold over your gun and stitch.
All mine are full length but traditionally they stopped dust behind the lock. You could hold the gun protected but flip odd the cover for a quick shot with a flick of the wrist.
