I agree with BB. Even when I loaded shotgun shells, I just re closed the bag with the wire twist tie that came on the bag. Spin the whole top like a bread bag, and use a heavy wire twist tie just like you do to re close the bread bag. If you can't find wire, though it is easy to come by, roll over the cut end a couple of wraps and use a bull clip to hold it shut.

When I read that it dawned on me that I have a big jug of V8 in the fridge to finish.
That heavy 1/2 gallon jug should easily take a full shot bag.

i bought shot from a guy that was makin it himself few years ago, he got all the emty 1/2 gallon whiskey bottles from the local tavern, (plastic) and sold them full of shot. held pretty much exactly 25#. now i just reuse them for my storage/dispensing needs.
 
I've been using old metal coffeepots for 30 years. They don't break, have an integral pouring spout, and a handle that will (usually) hold the weight of a bag of shot. Usually pay about $.25 apiece at garage sales.

Update, I finished the V-8 and that 1/2gal container probably would NOT hold a full 25# shot bag. I know I've used a few pounds and what I had left in the bag filled that jug into the neck.

It's still alot better than the open bag though.
