Yes, those are the regs for the last several times I went to Ontario. The easiest way is to remove the hammer (therefore the flint). Keep a screwdriver in your case and put the cock and screw in the case. It was easier than having to reposition the flint every time. Just another govt. hoop to jump through.....That is, unfortunately, the case across Canada - Federal regulations, not provincial. No mention of plugging the touch-hole, cock down & hammer open, hammer-stall fitted, or even un-primed, just flint (or cap) removed.
