That is, unfortunately, the case across Canada - Federal regulations, not provincial. No mention of plugging the touch-hole, cock down & hammer open, hammer-stall fitted, or even un-primed, just flint (or cap) removed.
Yes, those are the regs for the last several times I went to Ontario. The easiest way is to remove the hammer (therefore the flint). Keep a screwdriver in your case and put the cock and screw in the case. It was easier than having to reposition the flint every time. Just another govt. hoop to jump through.....

It is in the portion of the Firearms Act pertaining to transportation:

TRANSPORTATION OF NON-RESTRICTED FIREARMS

10. (1) An individual may transport a non-restricted firearm only if

(a) except in the case of a muzzle-loading firearm that is being transported between hunting sites, it is unloaded; and

(b) in the case of a muzzle-loading firearm that is being transported between hunting sites, its firing cap or flint is removed.

...
So unloaded means unloaded, except for transportation between hunting sites, and there it's pull the cap or flint. Period.

Every time I go looking for the darned Firearms Act and the regulations, they seem to have redone the site somehow, and my old bookmarks don't work.

There's a sticky on the black powder and antiques forum at CanadianGunNutz that has links to various parts of the Act and regulations, but it takes working through several pages of the thread.
