The touch hole liner extends about 1/8” into the bore. Do I trim off the bottom of the touch hole liner so that it is not protruding into the bore, with the surface flush, or screw the liner to bore depth and file away the excess on the outside?
 
IMO, it would depend upon whether the liner has screwdriver slots on the outer end, or if it's screwed in with a wrench that acts on the inside of the ignition channel.

I it's got screw slots, I would measure & grind off the inner end; if no slots, it's your choice,
 
I chose the happy medium and removed from both ends. If I only removed from the inside I would have lost most of the cone; if I did the outside only (with the slot) there would be very little surface metal and possibly weaken the piece. I think it's good to go.
 
I like the liner to follow the bore. I do not like damaging the bore with a Dremel stone. So, I roll a piece of brass sheet that will expand to fit the bore when inserted. I then punch a hole in the brass for the liner to protrude through. Then with some careful Dremel work I can make the liner match the inside of the bore. Without the brass liner the bore is damaged by the stone jumping around.
 
First off I use a White Lightning limer and measure the length of the tapped hole and remove metal from the bore end of the liner when it's out of the bbl. I then screw the liner in until "home" and see if any liner protrudes into the bore....if it does, the liner is unscrewed and more metal is removed. I don't contour the bbl end of the liner to the bore...it's slightly recessed in the tapped hole. The hole at the bore has any burrs filed off w/ a small round riffler file. The "gripper" dia is then sawed off and the liner is filed flush w/ the bbl flat.

I always check to see how much land the TH has...... have never found too much land using a WL liner.....Fred
