I think your refering to TOTW #TR-SST-C which says
"...This set trigger must be set, by pressing the trigger forward until it latches, before cocking the lock. To disable this feature..."
If this is the trigger your refering to, the postiion of the lock before setting the trigger has no effect on the trigger.
You can not cock the lock to either the half cock or the full cock position before you set the trigger.
I believe what's happening here is the sear release on the "unset" set trigger is positioned up fairly high. This holds the sear arm of the lock "up" so the sear nose is not engaged with the notches in the tumbler. In this condition, you can't cock the lock to half cock or to full cock position.
When the set trigger is "set", this sear release part of the trigger is lowered down and away from the locks sear arm allowing the sear nose to engage the tumbler and to work normally.
If you follow this, you can see the answer to your question is:
With the trigger "unset", you can't cock the lock to any position.
With the trigger "set" the lock will work in a normal way.
With the trigger "set" the only way to lower the hammer (cock) is to "fire" the trigger with your finger or thumb on the hammer to control its decent.
Although it is not a "single set" trigger, the double set trigger on my Pedersoli Tryon is this kind of trigger.
