in the late 1970's, my father found this in a hillside in southeastern Pennsylvania when he and his friend were digging to build a garage.

I have little to no experience with these, but I think it's a percussion lock pistol. Curious if anyone recognizes it.

Looks like the remains of a modified "ZULU" shotgun.... you can Google this term

and get the history of these muskets being modified into cheap shotguns, etc.
 
Yep I think you're right - early saw'd off variety...
