Mike...........You take the cylinder off and lay it on a table and dispense the powder and then use the cylinder pin (which is attached to the reciever) to push the balls into the chambers............Bob
 
Colt did certainly manufacture and sell a short barrel, small frame .31 cal revolver without a loading lever. What Colt did not do is call it a 'Wells Fargo' model. The name came later.
 
I used to have one of those, marketed by CVA. Good little shooter once I got the groove right on the hammer.

Pull the barrel and the spidle becomes your "ram rod"!
 
The pocket frame without a loading lever uses the end of the arbor to seat the rb in the chamber. The first .31 models, called the baby dragoon, did not have the lever. Within a year Colt added the loading lever. Colt made several versions of the pocket frame revolvers for over twenty years with about 325,000 produced.

Ha...now you see why nobody likes that pistol!
Colt never produced a Well Fargo either....

Colt filled a contract with Wells Fargo for a certain number of pocket frame revolvers. These have become know as "Wells Fargos' by collectors.
