I think Speer makes those plastic bullets and hulls for .357 and .44. If the plastic bullet part is tight enough in the cylinder, they could be used over and over with just the percussion cap or a few of grains of powder for power.

They do make a plastic capsule for loading shot. I have loaded them and still have some. Kilt many a snake with it using my .44 maggie.

i just googles the popular mechanics article. they converted casings to accept shotgun primers as opposed to using pistol primers. anyway, my $00.02

No, these are for indoor practice like in your basement. I'm just talking about the plastic phony "bullet" part not a shot capsule. It's a different animal. The solid plastic slug could be substituted for a wax bullet.
