Of course. Actually, most ramrods that are shot have no patch on the jag and are sitting on a ball. Probably not much going on in the way of obturation to engage the rod against the grooves. The rod get pretty unstable shortly after it leaves the muzzle.
 
I remember seeing that done in an emergency type situation in a movie sometime in the last 55 or 60 yrs! took out the attacking indian just fine!! I've shot a time or 2 without a bullet,, haven't fired my rod.........yet ;>)
 
I've never dry balled or shot my ramrod out of my one shootable MZ I have (45 TC percussion) nor have I my Kibler SMR (cause it isn't done yet),. but I have dry balled a couple of percussion cylinders on a couple of cap and ball revolvers twice. One time when showing a couple of people how you load and shoot them. To distracted talking and telling, red faced 🥵 I showed how to fix the problem. They were impressed though. 😁
 
So, um. I ah. My 1863 50 cal Sharps. You know, you put in the bullet, then powder, cap it and shoot. Cap goes off, nothing happens. 3rd time I looked in the chamber and no bullet. A pile of powder on the ground. It helps to put the bullet in 1st. I still feel pretty stupid.
