The item is much thicker than I envisioned from the original pictures.

I notice a seem around it now. Does the thinner section unscrew from the thicker part?

Clearly a dispenser of some type. Of the thin part doesn't come off, I would say salt or priming powder. If it does come off, caps might be feasible, but doubtful.

Thanks for the reply. The sections appear to be glued together, so I don't think I could get them apart. I'm thinking a flask of sorts is the ticket.

I tend to want to agree.
But, as someone pointed out in an early reply, the design (especially now that we see how thick it is) would make it very difficult to see how much powder was being poured into the pan.
