Looks like a Euroarms, London Grey model.
I still wish I'd bought one when they were readily available from Dixie Gun Works.
The originals were ordered by the Govt and very few if any were ever issued . In the 1900s they were sold as surplus to places like Bannermans.
A good "companion " rifle for this R&S would be a "Zouave" rifle, so you'll have a "really good weapons that were never issued " set.
