Almost looks military to me, but have never seen a double barrel military gun like that. Have been through the Musée de l'Armée a number of times and don’t remember seeing anything like it if it were French, but it is an understatement that there is a lot to see there, so could have easily missed.
 
It was made in France at the big arms manufacturer at St. Étienne. The engravings and lack of proof stamps make me think it wasn’t military. The locks used look to converted from flintlocks.

Yes that Army museum is amazing!
