licence issued under the Firearms Act;
or,
valid fireworks operator certificate — pyrotechnician; or
in the case of a buyer buying on behalf of a public service agency, the public agency identification number assigned under the Public Agents Firearms Regulations."

I wonder how all the summer students working at historic sites around the country for Parks Canada are going to deal with this.

I suspect the historic sites will get a public agency ID number and do purchases for the site. Then the re-enactors just draw from their supply while on site and return at the end of their shift.
