Probably for clearing decks. But that is just a guess.
I've heard rumor of certain folks using shotguns with "duck bill chokes," for offensive tactics. This would spread shot in a wide horizontal spread that isn't as large vertically, in theory.
If one is storming a ship in a hostile boarding party, that beast might be handy,,,,, if it works the way it looks.
 
I think @Brokennock is right on top of the theory of the duck bill choke. He's also correct that in practice, shortly after clearing the muzzle, the dispersion becomes more circular than horizontal.

It does appear to be a military gun with the swivels. A Naval gun for the purpose of clearing decks.

Yes that's a "duck bill" but not necessarily a deck gun for the navy. The "blunderbuss" muzzle was also used on a coach, to facilitate a fast reload while riding atop a bouncing coach. NOTE how this configuration allows the shooter to look right down the top of the barrel at the target while a circular blunderbuss muzzle would mask the target or one would be forced to shoot low. ;) The opening is WAY to large to effect much on the pattern, from what I can see of the photo.
