The more I look at it, the more Khyber Pass it looks. Maybe they moved into percussion revolvers because they're easier for tourists and soldiers to bring back.
 
Another suggestion from a retired Firearms dealer friend, is that it is a period Belgian/German copy; apparently, it's not unusual to find copies of U.S revolvers that were made in Europe, even with U.S manufacturers markings!
I’ve seen copies of Belgian S&W Russians and some are very close. Others are more like this one. Close, but different in some key ways. Interesting piece.
