Personally, I would (and do) use Bismuth shot. Meets the non-toxic requirement and performs like lead.

My point exactly, 3/32" equals .094" so it would require eight of the .025" commercial over shot cards to equal the thickness of V.M. Starr's wad column and they still would not equal the rigidity unless the thin wads were glued togather in stacks of four.
