Buy two pounds every time you get a chance until you have built up your inventory. Take a trip out of state and buy a case. Have a friend in another state buy a case from an online dealer and go get it.No but it is logged and tracked when sold

I appreciate the help/idea. The difficulty is that I also reload for my unmentionables. That powder and primers count to the 5lb limit for storage. I have been able to occasionally pick up a pound of holy black at a show which I keep expressly for my rock locks. My cap locks are relegated to pyrodex which I can pickup at the local gun store.So why not order 4lbs of real black powder (their minimum order) from Graf and Sons? I just did. Even with the cardboard box they normally ship in, it’s still under 5lbs.
Then, in a few months, order again. I’m not trying to be a smart aleck, honestly trying to help.

If you're into flints, use what the old-timers used; real black powder!In my opinion you are just setting yourself up for trouble using Pyrodex in your Flintlock. Besides further complicating things with figuring out what black to prime with. It will probably become very tiring and frustrating quickly. If it were me just stick to black for the main charge and the prime charge. 2f or 3f will work just fine and unless you are really putting some serious work in with that flintlock you probably will never notice the difference between the two.
Meanwhile, every big-inner-city gang-banger has an un-numbered ghost gun with a "switch" to make it full auto! I'm surprised no one from Mass. or parts of Ill. chimed in. This is just from Grafs site and by no means a comprehensive list of places that explosives/gun powders can't be shipped to or places some companies won't ship to for various reasons.

I'm not sure if or which way this may have changed. When I was stationed in southern California thirty some years ago many cities and I think some counties had outright bans on the possession of fireworks and the materials to manufacture them due to the fire risks. The short list of banned items shown on the news when they were reminding people of this every 4th of July always contained the words gun powders and fuses.
Should be available online. You might have to bite the bullet and pay a hazmat fee, but if you're patient and keep watch the online sellers sometimes have "hazmat-free" sales. Often posted here when members come across those offers. Keep an eye open...... Problem is I can't get 4f black powder for the priming pan. .....
