Law enforcement did some experimenting with wood round balls fired from a 12 ga. shotgun for use in riot control back in the 1970's. Supposed to be non-lethal, but if a wood ball hit someone in the head - oh well. Hard rubber balls were found to work better, although it could still be lethal if hit in the head.
I've been out of that business for so long that I no longer know what they use today. Bean bags, maybe?
 
Here I have some east german AK rounds that are plastic jacket wood bullets that the idea I get is they where riot control rounds. 30 feet they group like bird shot too.
 
I remember reading that the Japs used bamboo bullets late in the war, and that they were a bugger to cut out of the GIs because they would splinter when they hit someone. My swim coach back in HS had a big 3" circular hole that was about 1.5" deep in his back - I had just read about the Jap bullets, and always wanted to ask him about his wound, but never got up the courage to ask!
