    Can't say I have seen one, but one should be able to buy or make reamer that could be driven by a brace to cut and make the sholder. Just as they hand cut a chamber in a centerfire barrel? Then as was said above a tap and plug tap could cut threads.

    Have you taken the triggers out of the stock? You are likely to find it also loaded with sludge and gunk just as you did the lock.     Having shot some Benchrest Centerfire, I find the 2-6 oz triggers an absolute delight and if properly tuned comepletly safe. A little practice can probably make this one a delight as well?
